A Sense Of Place
A lot of the time Victor Hugo starts a section or chapter in a whole other time period or place, and we won't always be sure of where the story takes place, so in order for him to show were we are in the book, he describes the place so we understand for later, and describing it with such detail will help us remember where it's taking place.
